Conservation Minutes 01/21/14
Newbury Conservation Commission (NCC)
January 21, 2014

Members Present: Katheryn Holmes, Chair; Chuck Crickman, Bob Stewart, Members; Bill Annable, Alternate; Richard Wright, Ex-Officio.

Ms. Holmes called the meeting to order at 7:10 p.m.
Meg Whittemore, NCC recording secretary was unable to attend the
meeting. Ms. Holmes, NCC Chair, agreed to take the minutes.

The December 10, 2013 minutes were reviewed with no corrections.
Minutes approved as written.

INTENT TO CUT
Intent to Cut: Henk and Mary Oolders - intent to cut on South Road. Clarification was discussed regarding what exactly was the proposed cut area. It is in a buffer zone and the commissioners agreed that they would need a buffer zone permit and state Shoreland permit. Mr. Stewart said they needed a Shoreland Permit given that the 200 ft. inventory for the trees and the 1000 ft. Shoreland Buffer. Mr. Unger said that he thought the trees that were marked with tape were the trees for cutting. As it turns out, these few tree tagged where the ones that were NOT being cut. Mr. Unger said their proposal was not in compliance with the point systems. Mr. Stewart was familiar with the client and said that the Oolders plan to resubmit a new intent application. Mr. Wright said that the Selectmen did not sign the Oolder application/permit.

WETLANDS/SHORELANDS
The Wetlands permits were passed around to the Commissioners and they are as follows:
        *Shoreland Impact Permit 2013-03376-

*Wetland & Non-site Specific Permit 2013-03357-
Eric Scholl 42 Highland Avenue
*Expedited Wetland App-Cottage Owner’s Association Blodgett Landing   
proposes to reconstruct an existing boat ramp near the inlet of Blodgett Brook to be performed during draw down. Contractor is Schauer Environmental from Loudon, NH.

Discussion followed about the Blodgett Landing application and
the commissioners asked if this ramp was public or non public. Ms.
Holmes said she would talk to Norm Bernaiche about the deed.

OLD BUSINESS
Chairperson, Ms. Holmes, told Commission that they were invited to the Stoney Brook Signing on January 24, 2014 at 3:30 at the Ausbon Sargent Land Preservation Trust office in New London. All the members were very happy that Stoney Brook is a reality! (Well done!)

NEW BUSINESS
Mr. Wright engaged the Commission in discussion about the “Bradford Fishing Club that is actually in Newbury and passed out a map for the commission to review.  He proposed that the commission get involved financially with an easement on one of the properties. Mr. Wright explained the long history of the club starting in 1947 and said the adjacent property was once owned and farmed by his great grandfather. Recently, the land went up for auction and the three parcels were auctioned: 2+Acres, 6.6+ Acres, and 4.0+ Acres, all on Gillingham Drive. Mr. Wright proposed an easement on 4.5 Acres for the Newbury Conservation Commission costing $19,250.00. Discussion followed about the Club and property for public use, trails, etc. Ms. Holmes was not sure that the NCC could buy land outright. The commission recommended that Mr. Wright talk to Ausbon Sargent Land Preservation Trust, land specialist, Beth McGuinn about the possibility and legitimacy of creating an easement. Mr. Wright agreed to talk to her and would get back to us commission.

Mr. Unger made a motion to adjourn the meeting. Mr. Stewart seconded the motion. All in favor.

Meeting adjourned at 8:30 p.m.
